Clinton's Rating on Foreign Policy Lagged His Rating on Economy in Second Term

Public approval of Clinton's handling of the economy grew significantly in Clinton's second term; his handling of foreign affairs did not

PRINCETON, NJ – A review of the American public's rating of Bill Clinton's handling of both the economy and foreign affairs shows that both are positive, as they have since mid-1996. However, while the two aspects of the presidency were rated very similarly in Clinton's first term, in recent years his rating on the economy clearly outpaced his foreign policy rating. In 1998, 1999 and 2000 an average of more than 70% of the public approved of Clinton's handling of the economy and 25% or less disapproved. During the same years, no yearly average of public approval on Clinton's handling of foreign affairs topped the 60% mark, and typically more than a third of Americans disapproved of Clinton's handling of foreign affairs.

Survey Methods

The results below are based on telephone interviews with a randomly selected national sample of 1,052 adults, 18 years and older, conducted October 6-9, 2000. For results based on this sample, one can say with 95 percent confidence that the maximum error attributable to sampling and other random effects is plus or minus 3 percentage points. In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.
