PRINCETON, NJ -- The latest USA Today/Gallup poll shows continued low approval ratings for George W. Bush. Thirty-three percent of Americans approve and 63% disapprove of the job Bush is doing as president, according to the March 2-4, 2007 survey. That is just two percentage points above his personal low of 31% from May 2006. Bush's support among Republicans has slipped to 70%, just two points above the low-water mark for his party base, also in May 2006.
Bush has averaged only a 34% approval rating since Jan. 20, when his seventh year in office began. Last year, he averaged 37% approval, just the seventh time since 1945 that a president averaged below 40% for a year in office.
Bush has not had an approval rating at or above 40% since a short-lived boost around the time of the five-year anniversary of the Sept. 11 terror attacks last fall (44% approval in a Sep. 15-17, 2006 poll). In fact, his rating has only reached or exceeded the 40% threshold four times in the past year, and each time it did, it fell back below 40% in the next Gallup poll.
It's now been nearly two years since Bush's approval rating was at 50% (May 2005), and he has not been above 50% since March 2005. His high approval rating in his second term in office -- 57% in February 2005 -- is only average by historical standards. By contrast, Bush set the standard for excellence in his first term, with a record 90% approval rating in a poll conducted days after the Sept. 11 terror attacks. He averaged a robust 62% approval from 2001-2005, his first four years in office.
In the current poll, 70% of Republicans approve of Bush's job performance. His support among this core group has always been strong, averaging 89% for his presidency and even 83% in his much weaker second term. Only once has Bush's approval rating among Republicans dropped below 70%, in the same poll in which he registered his term low approval rating (68% of Republicans approved of Bush last May when his overall approval rating was 31%). Currently, only 28% of independents and 9% of Democrats approve of Bush.
At the moment, Bush is still comfortably above the Gallup historical low approval rating of 22% for Harry Truman in February 1952. Bush has managed to stay above 30% for his entire term in office, thanks in large part to his solid support among Republicans. Should he fall below that mark, he would join Truman, Richard Nixon, Jimmy Carter and his father, George H.W. Bush, as the post-World War II presidents who registered at least one sub-30% approval rating.
Survey Methods
These results are based on telephone interviews with a randomly selected national sample of 1,004 adults, aged 18 and older, conducted March 2-4, 2007. For results based on this sample, one can say with 95% confidence that the maximum error attributable to sampling and other random effects is ±3 percentage points. In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.
