Americans Most Favorable Toward Canada, Australia and Great Britain

Iran, Libya and Iraq receive the lowest ratings

PRINCETON, NJ -- Which countries around the world are viewed most favorably by Americans today, and which countries are most unpopular? Gallup has asked Americans to rate their perceptions of foreign countries for a number of years, and in a recent poll we updated public attitudes toward 26 different countries around the world.

Several points are clear from an analysis of the data:

  • First, although many Americans have never been out of the United States and very few have visited more than just a handful of foreign nations, most of those interviewed in the poll were able to give opinions of the list of countries.
  • Second, only a small number of countries generate strongly positive or strongly negative feelings.
  • Third, and perhaps not surprisingly, countries that predominantly speak English -- Canada, Australia and Great Britain -- are the most popular, and three countries with whom the U.S. has had direct negative dealings -- Iraq, Iran and Libya -- receive ratings that are the most negative.
  • Fourth, erstwhile enemies of the United States -- including Japan, Germany, Russia and China -- are now given at least mid-range, if not positive, evaluations.
  • Fifth, there have been only a few significant changes in the ranking of countries over time -- including a dramatic upswing in South Africa's favorable ratings since 1991.

Americans Give High Marks to English-Speaking Countries
The American people are most positively disposed toward Canada, with 90% expressing favorable opinions, followed by both Australia and Great Britain, with 85%. More than three-quarters of the public also feel favorably toward Italy and France.

Since Gallup added Canada to the list of countries in November 1987, it has always enjoyed marks in the 90% range. Great Britain has historically scored in the 80th percentile, with a high of 90% favorable in January 1991 and a low of 81% in March 1996. This is the first time that Australia has been included in this question.

Low Favorability Scores Given to Countries Seen as Enemies
At the other end of the spectrum, Americans express the lowest opinions of Iraq, with a vast majority unfavorable (85%). Iran is not far behind, with more than four in five (83%) unfavorable, and three-quarters of Americans -- 75% -- express unfavorable impressions of Libya. These are the only three countries with more than 70% unfavorable ratings.

Iraq and Iran have maintained consistently low favorability scores in recent years. In January 1991, during the Gulf War, only 3% of Americans admitted feeling "mostly favorable" toward Iraq and none admitted feeling "very favorable." The current score of 9% favorable, although very low, is actually Iraq's highest score in 10 years of polling. Iran's current favorability score of 12% is slightly higher than its average score of nearly 10%.

This is the first time that Gallup has asked for ratings of Libya. Current feelings of negativity toward Libya are likely a result of the highly publicized criminal trial of Libyan intelligence agent Abdel Basset Ali al-Megrahi, who was recently found guilty of the 1988 bombing of Pan Am Flight 103.

There are four other countries that receive unfavorable ratings from half or more of Americans -- Cuba, The Palestinian Authority, Colombia and North Korea.

Former Enemies Now Viewed More Favorably
While only 6% feel "very" favorably toward Russia, more than one-half of Americans -- 52% -- have at least some positive feelings toward America's former Cold War archenemy, ranking it between South Africa, with 57% favorable, and Saudi Arabia, with 47%. China is a little lower, with a 45% favorable rating. As noted above, Iraq and North Korea -- both of whom have been involved in wars with the United States this century -- are still negatively evaluated by the American public. Several other former wartime enemies, however, are now seen much more positively: Vietnam, with a neutral, 46% favorable rating; Germany, with a 75% favorable rating; and Japan, viewed favorably by 73% of Americans.

One nation that has seen a dramatic increase in favorability is South Africa. Nearly six in 10 Americans currently have favorable impressions of South Africa. This represents a 24-percentage-point increase since March 1991, when only 33% were favorable.

Mexico, the First Country President Bush Will Visit, Gets Generally Positive Ratings
The United States shares borders with just two countries: Canada and Mexico. Both are viewed positively, with Canada getting a higher favorable rating than any other country measured. U.S.-Mexican affairs may be on the upswing with the election of President George W. Bush, the former governor of Texas -- a state that borders Mexico. Bush, in fact, is meeting with Mexican president Vicente Fox today. According to current Gallup Poll data, more than two-thirds of Americans -- 67% -- feel favorably toward Mexico. This represents an increase of 24 percentage points since 1993, when Mexico and Canada were involved in the rancorous U.S. debate on NAFTA, the controversial free-trade agreement.

Survey Methods

The results reported here are based on telephone interviews with a randomly selected national sample of 1,003 adults, 18 years and older, conducted February 1-4, 2001. For results based on this sample, one can say with 95 percent confidence that the maximum error attributable to sampling and other random effects is plus or minus 3 percentage points. In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.
